RULE: 1 - SCOPE
Effective 1/20/16
Rates, Rules, Provisions, Surcharges and Assessorials named in this Tariff apply on cargo transported BETWEEN United States Atlantic Coast Ports and United States Inland Points, on the one hand, AND on the other the Foreign Ports and Points listed below; Rates named in this Tariff applying from/to Ports or Port Location Groups are local commodity rates and may be combined with any outport or inland point arbitraries named in this Tariff.
Rates named in this Tariff applying from/to inland Points or Point Location Groups are through intermodal commodity rates and are NOT Subject to any outport or inland point arbitraries named in this Tariff that would otherwise apply on shipments from/to such inland points. Except as otherwise provided in individual TLIs named in this Tariff, all rates named in this Tariff shall also apply as proportional commodity rates applicable on cargo having specific prior or subsequent transportation movements.

1. United States:
a) Continental U.S.: South Florida: Port of Palm Beach, Florida, Port Everglades, Florida, Key West, Florida range
b) Gulf Coast: Port of Tampa, Florida, Port of Panama City, Florida, Port of Houston, Texas, Port of Mobile, Alabama
c) Northeast: Port Elizabeth Seaport, New Jersey; Philadelphia Seaport, Pennsylvania, Charleston, South Carolina
2. All Ports in the following United States Territories and Possessions: Commonwealth of Puerto Rico, U.S. Virgin Islands: St. Thomas, St. Croix, St. John
