Attention is especially directed to Section 10(a), Shipping Act, of 1984, which provided in part: "That it shall be unlawful for any person (which includes individuals, Corporations, Partnerships, and Associations existing under or authorized by the laws of the United States or a foreign country), to knowingly and willfully, directly or indirectly, by means of false billing, false classification, false weighing, false report of weight, false measurement, or by any other unjust or unfair device or means obtain or attempt to  obtain ocean transportation for property at less than the rate or charges that would otherwise be  applicable.   If the cargo declaration on the shipping documents contains a description of the cargo differing from that on the Shipper's Export Declaration, the Carrier will rate the Bill of Lading according to the description and Schedule "B" number appearing on the S.E.D.
